Casus Belli is the fifth episode of Season 6 of Homeland. It aired on February 19, 2017.

Synopsis[]

No safe place, the incoming president Elizabeth Keane is brought to safety after the attack and has to take criticism for it. Carrie Mathison deals with Ray Conlin and Peter Quinn gets in trouble when the press besieges Carrie's house.

On a TV show called "Real Truth," the host complains that a bomb went off in the middle of New York. He blames incoming President Keane.

President Keane is brought to safety because it is not yet certain whether there will be further attacks. She is taken to the roof, where a helicopter is about to land.

Quinn and Franny watch reports of the attack on TV. Carrie tries to calm down her daughter and explain that they are all safe. Carrie gets a call from Reda. He tells Carrie that Sekou drove the car. Carrie is speechless. She doesn't believe it. Carrie is supposed to go to his house so the family won't go wrong with the questioning. But Carrie says that she has to take her daughter to school, but Reda replies that the schools will be closed today.

Carrie asks Peter to take care of Franny because the babysitter won't be here for about 45 minutes. Peter is surprised that Carrie confides in him about Franny, but agrees.

President Keane lands in a meadow and immediately gets into an SUV. Meanwhile, Carrie has arrived at Sekou's family. She hugs the mother and then takes care of the sister, who is just about to clarify in front of Ray Conlin that it was definitely not Sekou. Carrie intervenes and gets into an argument with Conlin, who can't understand why Carrie doesn't see that she misread the situation. He demands that Carrie tell him who gave her the recording that allowed her to blackmail Conlin. However, Carrie makes it clear that she cannot give him the name.

Peter is taking care of Franny when the doorbell rings and the press wants to know if Carrie is there. Peter says no, but the reporter persists and even tries to interview Franny. Meanwhile, Keane has arrived at the destination and would have liked to have switched on the television, but it is not working yet.

Carrie meets her contact at the NSA and explains what she intended to do with the recording and that the recording got Sekou free. However, her contact explains that he had not even sent her the recording.

The babysitter Latisha arrives at Quinn's and they are trying to figure out what to do with all the reporters when another reporter knocks and pesters them until Quinn drags them into the apartment and asks her questions. He throws her out again, but gives her such a powerful push that she falls down the stairs. Latisha wants to go with Franny, but Quinn explains that he promised Carrie he would take care of her. Latisha goes to call Carrie, but Quinn takes the phone away from her, removes the battery, and quietly explains that she's being overheard.

Dar Adal is with Keane and gives her a satellite phone to communicate with certain people in the White House. Dar Adal explains that the assassin was Sekou Bah and he was in custody shortly before, but Carrie worked in the organization defending him. But he also makes it clear that they assume she had no idea what Sekou was up to. Since the President's hotel was only a few blocks away, they wanted to keep her safe. Dar Adal asks what else can be done for her and Keane repeats her wish for a TV.

More and more people, including demonstrators, are gathering in front of Carrie's house. When someone throws in the disc with a rock, Quinn shoots it. Panic breaks out outside. Quinn takes the babysitter and Franny down to the basement and tells them to go to the bathroom, lock themselves and not come out until he tells them to.

Carrie calls Conlin and explains that the recording didn't come from her source, so there was obviously someone else who really wanted Sekou released. Conlin asks if Carrie knows what's happening in front of her house, there's talk of a hostage situation.

A short time later, Carrie is in front of her house and tries to explain to the task force that it is not a matter of a hostage situation. She wants to go to Peter, but the police don't want to risk another hostage and position snipers everywhere. Carrie tries desperately to stop her but is dragged away. The task force tries to get in, but Quinn is one step ahead of them, takes a man hostage and arranges for the operation to be called off.

Dar Adal met with Saul and he tells him what he learned in Israel. He believes that the questioning with Nafisi was just an act and that he is now waiting for Javadi to confirm the theory.

Quinn is disarming his hostage as Franny walks in and says she wants to leave. The babysitter and the hostage also think it's for the best, because it would show Quinn that he didn't mean to hurt anyone. However, Quinn insists that Franny go back downstairs. Outside, the officer in charge talks to Carrie again. She reiterates her wish to speak to Quinn, which Quinn now allows. Carrie walks to the door and explains that she would like to know if her daughter is okay. She wanted to come in and there was no one else with her. Carrie enters the apartment and wants to calm the situation down. Quinn explains that Franny and Latisha are safe, but the other hostage isn't a cop. Carrie goes to him, gives him some air again. Quinn finally pulls him out, causing the suit's camera to show a picture again. Outside, they take note of this and use the information about the location to plan the next operation. Meanwhile, Carrie talks briefly to Franny and Latisha and makes sure they're still safe. Quinn tells her again about his theory and that he also has proof for it, but the task force is already in position and breaks into Carrie's apartment. To keep them from shooting Quinn, she throws herself at him and declares that he is out of action. Quinn allows himself to be arrested.

Keane tries to reach her chief of staff, but he's not on the list of people she can talk to. She finally hears a TV playing and goes into the room.

Franny has fallen asleep and Carrie apologizes to her for the day and what happened. Latisha arrives and Carrie wakes up Franny because she will be staying with her for a few days. Carrie promises Franny that she will just pack a few more things and then follow.

Keane watches "Real Truth" on TV and takes criticism of her politics. The talk show host accuses Keane of cowardice for fleeing to a safe place.

Carrie looks around the chaos of her apartment and finds Quinn's cell phone. She looks at the photos he took and becomes aware of the apartment across the street. In the darkness she watches the opposite side and realizes that she is being watched too.
